Frank Koji Shigekawa was born on August 27th, 1917, in Los Angeles, California to parents Riyoichi Shigekawa and Chiyono Hashizume. Riyoichi owned a store in downtown Los Angeles. In 1942, his family was relocated to Heart Mountain Relocation Center, an internment camp near Cody, Wyoming. He later returned to California, where he joined the Army and received training at a base in the Central Valley before being deployed to the South Pacific during World War II. Frank would eventually rise to the rank of Sergeant.

Frank married Bessie Yoko Shigekawa, who passed away in 2013 and is buried with him at the Los Angeles National Cemetery. They had two children together. After his military service, Frank Koji Shigekawa moved to Seattle. He passed away on March 23, 1993, in Los Angeles.
