Major Russell Bissell was born in Connecticut and joined the militia from that state on December 18, 1775. After the war he stayed in the army, serving with the 2nd United States Infantry. He was promoted to the rank of Major in 1807 and was stationed at Fort Kaskaskia when the Lewis and Clark expedition visited. His final assignment was as Commandant of Fort Belle Fontaine, near St. Louis. He was at this post when he died. He was initially buried in the Old Fort Belle Fontaine Cemetery until he was reinterred at Jefferson Barracks on April 1, 1904.

He was promoted to the rank of Lieutenant in the 2nd U.S. Infantry on March 4, 1791 and to the rank of Captain on Feb. 19, 1793. He transferred to the 1st U.S. Infantry on April 1, 1802, and was promoted to Major upon return to the 2nd U.S. Infantry on Dec. 9, 1807. He was the Commanding Officer at Fort Bellefontaine at the time of his death on Dec. 18, 1807. He was moved to Jefferson Barracks in April of 1904.
